if I remember correctly, in 2020 there was an issue with these where even though you got the virtual cards, the funds weren't properly loaded, some people (including me) had to call the rebate team and get it sorted out, I am not sure if this is what happened again.

Yes I also haven't heard back after I told them they shortchanged me too.In theory, nothing should have changed. As in the past, the card is still issued by Pathward bank, as a prepaid Mastercard virtual debit card. Amazon's help pages clearly state that they are an accepted form of payment.
I haven't tried it yet this round, since they shortchanged me, and though quick to respond to my inquiry, have yet to provide a resolution.

you just buy an amazon gift card with the virtual card for the exact amount. I've done it with most rebates like this especially if its a small amount, i.e. $1.50 ac delco filter rebate, etc.Someone said they were able to load GC into their amazon account. Is it not working, or need specific instructions how to do it?
