An update. The driveshaft arrived and my brother in law helped my dad slap it in. ( I am still in Alaska) Everything seems to function fine. My dad is taking it to the dealer for a complete fluid service and he is getting a spare tire a jack and other offroad sundries lined out for it.

Yep, those shift on the fly actuators (vacuum or electric) are like parking brakes. Use it or loose it. The actuators themselves usually rust up and stop moving, where the shift fork and collar in the axle tube stay in a gear oil bath. Sounds like no usage will be a non-issue for your dad.

I have an electrical locker on my Tacoma myself that I exercise every month or two(I actually needed it to get unstuck a couple of weeks ago, in the sand at night on a post hurricane beach). He will definately use that truck. For what he spent he will spend much more on fuel going fishing than he payed for the truck before it rust away.
