2001 Chevy 1500 express power steering

I have a 2001 Chevy express 1500 that the shop replaced the power steering pump in. It started whining shortly after with bubbles showing up in the fluid after the van was warm. They replaced the pump again. Same thing, so they put a new(not rebuilt) pump in. It happened again, so they replaced the gear box. At this point it has both high pressure hose and return hose replaced, a new pump and gear box. It still has a loud whining noice after it gets warm when the rpm’s are up a little and the wheel is turned. It has only done this after being warm. Any suggestions? Could this all be the fluid? It has full synthetic fluid installed. Shop says they always use this and cannot figure out the issue.
