Is there any way to tell if the starter in my 2000 Silverado takes a short bolt and a long bolt or two long bolts without removing the bolts?

In this video, they look the same length to me. I know you said by not removing the bolts, but thats the only real way. Take one bolt out. Measure it, put it back. Remove other bolt , measure and put it back. That way you are not removing the starter to determine.
Bolts come out in this video at 00.58.

If you're buying new bolts you have to be very careful that older models have SAE threads and newer ones metric. The two kinds of bolts are ALMOST identical but using the wrong ones will tear up the holes in the engine.

This is a 4.8L/5.3L LS engine? Both are the same, Rarely do you have to replace the bolts unless they've been out dozens of times. Aftermarket starter bolts are trash in my opinion.

From looking at the parts catalog for a 2000 Model Silverado 1500 with a 5.3L engine, the bolts are metric and of two differing lengths. You could try searching and inputing your VIN for a more accurate listing.
