Yes, but the country whose passport you use should provide assistance.

Actually, our bases overseas exist to support our military members in the execution of their mission. Knocking on the front door will get you personal attention from the security folks, often locals employed by the US, and will likely get you turned over to local law enforcement. That may, or may not, help you to resolve your problem. It may have precisely the opposite effect.

The military is not obligated to solve your personal diplomatic issues, or render personal assistance. It's not their mission. They defend this nation as a whole. That's what you pay them to do.

You, as a taxpayer, pay the State Department to render assistance, to help you with those issues.
