got a new battery,and checked all the ground wires .removed sparkplug and moter turns over very easy ..put the plug back and turn the key and the starter HESITAIES [why??]
 
how old is your B&S? have you recharge your new battery (the definition of "new" battery from a dealer maybe already sitting on the shelf ro 3+ months, thus some stored power loss happened.

I would attempt to recharge your battery first or better yet: switch over to a spare automotive battery (assuming it's 12V) and then try firing it up from there. If it works, you know your newly acquired battery is in-question; if it still fails to start, you know the problem may still be lying somewhere within your system. Check all the electricals, ignitions, starter soleniods, etc.
 
the B&S is 4 yrs. old ..battery was full charged by me ..i Checked all the electricals, ignitions,new starter soleniod, etc.also checked the ground ..could the valves be too loose?????

Yes!
This happened to my Briggs once.
And it became very difficult to turn over as a result.
A valve lash adjustment fixed it.
The rockers on mine adjust in the same manner as those on a small block Chevy.

After the initial break-in of the valve train there will usually be some additional clearance in both intake and exhaust valve train components. After this initial wear and a slight compensating adjustment; the valve train on mine has remained stable.

Normally the centrifically activated ACR device prevents the exhaust valve from seating fully while cranking to act as a compression release and aid starting.

Additional clearance from normal break in wear in the exhaust valve train components will effectively deactivate the automatic compression releace device.
I believe that Briggs has called their ACR device "E-Z Spin" in the past.

Ha! My 8 year old 17.5 Hp B&S does exactly the same starter hesitating thing.

Last year I hooked it up to the truck battery, started the truck and it went away. It poured more juice into the system and that took care of it.

This year, I went out & got a Heavy Duty Battery (more Amps than the last one...) and it does not hesitate anywhere near as much...
 
I had a 12 HP Briggs that did this. I finally discovered the plastic lower starter motor end plate was broken and was allowing the armature to bind when the starter was applied...
