Could be because the European market was not the primary target. They do claim to meet A3B3, but most of their listings are for commercial grade diesels. Even then, they do not meet the current 93K218 standard for Detroit engines either. This seems to be a product offering from many years ago that has just marked time instead of moving up the standards ladder.
