If any suspension springs (front or rear) are original, replace them. The same goes for rear struts.

Check tire inflation before every 100MPH highway trip, no exceptions.

Every 2 months: check all fluid levels, wiper blades, bulbs, and tire wear. For this type of use, tires must be "good" at the very worst.

Every oil change:
Check brake linings for wear and evenness of wear. Check for steering play with front suspension hanging; lower ball joints like to wear out and any detectable play at all requires repair for this type of use. Look for broken coil springs. Press the brake pedal very hard once with the engine running.
 
I think that he should go to jail for driving 100mph on a public highway.

Yes in some cars like a corvette, or a high end import sedan it is safer to do those speeds, but a 03 taurus is not meant for speed like that at all.

I'd be more worried as to whether his suspension-system and tires are up to doing that sustained speed.

In my experience the taurus/sable with decent tires (continental contiprocontact for example) can get a bit...floaty at 80-85. The Variable assist power steering can only assist so much with that.

A few nice things ford did on the 2000+, 2001-2003 has the best intake manifold (2004+ changed it for some reason) and is able to be put on most older vulcans, with some mods. Ford also gave them the Gen 1/2 SHO 16" tire size of 215/60/16 but nothing above T rated for speed. Luckily ford was smart and limited the 1996-2007 non SHO to 109mph (not experienced it myself, but i looked it up) so there is that margin of safety. Also the SHO brakes on the front really do help bring it to a hault...of course the way that 2003 taurus is driven, odds are the rotors are worn and warped due to the hard braking he must do on ramps to get off the interstate, or when he sees a cop.

What color is it, i will buy a mirror cap off it (drivers side) if it is silver, probably the only part worth saving from it based upon his driving habits, if it gets wrecked that is....
