Probably state-specific. In my case, DT stores is Michigan would remove the fee from the final bill but I have to specify when making payment that I'm keeping old tires or that the wheels that the tires are going to be mounted on are brand new.

My FIL and MIL have these on their F150. The vehicle is not babied and neither are tires. Not even sure if they get rotated regularly. My FIL says they have been wearing well and overall have been a good tire. I think they have been on for 50k miles or so.
