The problem is there is no information on miles or engine idle time, or service history. Idle time can negatively impact lifter life. It was stated, these engines are common in commercial duty. It may have been out of a hydro line truck with huge idle times.

Check a new tire and see how far down the siping goes. It may only be 2/32nds in that area with a hidden rib, to improve cornering feel, with less squirm.
