Back to #1 for a moment, the oil can be drained either hot or cold. Hot makes it thinner and drain out a bit faster, but if it's your first time trying it you might want to change it cold so you don't end up with hot oil all over your hands.
Email is so cheap to send that just one or two hits per million spams is enough to stay in business.
Besides, spammers target stupid people. Surely there are enough of those to go around.
I'm guessing it was once fine and now isn't... but if it's a new mouse, assuming it's optical, you could try moving it around on different surfaces. Some are too reflective and will make the cursor jump around since the sensor gets confused.
I'm more concerned that the folks who spent too much on their house/car/etc got bailed out, while folks who spent conservatively got... to spend their tax dollars bailing out the others. If there is no penalty for overextending yourself, you can bet people will.
