I did confirm this was this issue. Speed limit was 65. Recognition was turned on with a +15 tolerance.

So the speed limit recognition is based on the vehicle reading the road signs? I just figured the little icon came from GPS data as I was using Android Auto at the time.

It did display a little speed limit sign beside the speedometer! I'll have to scroll through the settings to see if there is a +15 setting.
