    Oil consumption stays the same with different oil viscosity

    That looks like broken valve seals if there is no leakage and consume regularly a lot of oil. So at least is top overhaul to change valve seals, but of course to have a piece of mind will need all piston ring to be replaced as well.

    Interesting that only the Mobil 1 EP 0w20 meet SN Plus while 5w20 is not. I though sometimes back M1 release statement that most of their oil has no LSPI issue, but without SN Plus seems 5w20 may not be as robust as 0w20 on LSPI issue.

    Redline is 0w20 should be good for your Subaru for normal driving, if you need to race it on highway often then you may go slightly thicker on 0w30. I do not see any benefit on running thicker than Redline 5w30 on your case, since the engine is designed to run 20 weight oil.

    Shell gas vs PEA fuel cleaners

    I believe if you can use Shell VPower every time, you dont need the PEA cleaner. However, in my area the Vpower price is much higher than other competitor so once a while i will use PEA based cleaner for preventive maintenance.

    The Regane complete will slightly boost mileage due to friction modifier additive. However it may or may not be strong cleaner. So far I consistently has better carbon cleaning with Redline SI-1 compared to this, but for 1 dollar I think it is good value for preventive maintenance.

    It depends on the source of leaks, if it valve seals, I dont think this will help for long. However if just transmission oil seal, this may work well. I have tried on my gearbox that suddenly leaks after recent seal change, and it holds well for few years.
