Get the parental controls for the teenager's phones. It's not optional, it's a requirement. Unmetered my family would go through 40 gigs+ a month and no degree of talking and ranting and raving would ever stop it.

MSE and windows defender are barely better than using nothing at all. At least get a free AV like bitdefender or AVG. The bundled MS stuff is useless.
