    You might be able to apply for a partial refund on the gas due to the outage. PG&E Will compensate for hotels, this would be cheaper compensation so maybe give it a shot. I haven’t had an extended outage yet (past a few hours) so haven’t had the opportunity to try yet.

    Bad part is that regulation the EPA (and other bureaucracies) push out have impacts on industries they don't regulate, such as the BES.

    What does Enron have to do with Brown/Blackouts or supply issues? It doesn't. Many of the issues on the BES are caused by regulations imposed by bureaucracies like the EPA that don't study impacts or even consult FERC/NERC or industry prior to implementing.

    Underground cables are also limited in transfer capabilities due to their excess capacitive reactance. Extra reactive resources are required, voltage control becomes more difficult.
