My neighbors bought a new walk-behind last year, appears to be the cheapest mower they could find at the big box store. That thing sounds so anemic while running, at its set lower rpm as you mention.
They like to state the peak torque value over HP rating for small engines. Peak HP will be the rated at 3,600 rpm, peak TQ will always be at a lower rpm.
Its marketing BS. Bigger number is better, so lets list the higher peak torque value on a engine instead of the lower peak HP value.
Also, if you have E0 gas in your area, its worth the added cost to use that full time instead of E10/E15.

Don't worry about the FPR, its not accessible directly. It's attached the the side of the injector assembly, which is enclosed under the plastic upper intake manifold cap. The entire assembly is under vacuum, there is no hose or anything.

I can attest to this as my L31 has the same 4x ring and I will occasionally get random misfire counts. I have a aftermarket Accel billet aluminum distributor from back in the day and I replaced the poppet injector assembly with the revised Multec 2 assembly.
