Funny. As luck would have it I was the Shell Answer Man for Solvents in the late 90's and get questions like this all day long. I would pull out a file and could give you all the answers.

I believe it would be considered a low odor mineral spirit, low in aromatics. Flash point is 111F, so would be considered nonflammable (but is combustable). Should make a good fairly safe parts washer solvent when used in a well ventillated area. Not the strongest in the world, but should work well for you.
