ID this old tool

this is an old sharpening tool of some sort, can anyone tell me what it was originally designed for?
the quarter is sitting on the stone.....

grinding stone diameter is 1 and 7/8 inch wide, but surely its worn down some

Could be a drill bit sharpener but its hard to tell from that picture.

Just looks like a really old wheel grinder to me. Sharpen chisels or whatever.

its cool as heck and the stone is really nice...

The stone has just been rounded off that way, maybe on purpose to grind a groove in something maybe not. Maybe just someone grinding on the edges too much. It's an old electric motor name and an arbor. Have seen that motor name on different kinds of old machine tools.
