It does not look good that's for sure. Looks like iron oxide deposits.
San Carlos Radiator has some flushing methods to clean it up. If it were mine, I would use the live flush method. Drive for at least 100 miles, and leave it in for three days.
They sell their own chemical to clean it up. There are other flushing compounds that will help clean it too. What ever you use make sure it's the heavy duty version!
