It looks like the Thermactor Air Pump they used in my 88 E-150 evolved to electric over the past 30 years.

Sure you have they are called Secondary Air Injection Pumps. Belt driven pumps went away in the 80s IIRC.
Had this on my '96 Taurus SHO. They failed all the time too. Only ran at start up for some reason.
