If you mean the "rattling" of the ball mount in the receiver, it's normal. Just means you need more tongue weight!
 
Do you mean the draw bar? The ball itself should be securely fastened with a nut and split washer.


They have various devices to quiet down the draw bar rattle.

You can get a Locking J-pin or some other form of tensioner.

But the second one wont work on all vehicles (like 2014+ jeep cherokee with oem hitch)

If the rattle is excessive and more on the trailer and ball interface.. you probably need more tongue weight.

Esp. on empty short tongue utility trailer.. it can benefit from a spare tire mount or some other form of tongue weight. Make sure you are using the right size ball. 1 7/8" and 2" look similar when covered in grease.
 
Sounds like the hole in the receiver, mount, or both are wallowed out? Check your pin also. With that much play, it should be easy to spot.

I've just gotten used to it.

Same ball mount for 29 years now, has been in probably 2 dozen receivers and the hole is pretty wallered out.

Only fix is new, or weld the hole up a tiny bit.
 
I think it might be the ball. This one has a solid metal insert inside the 2" square tube. Possibly sliding back and forth
