So doing some reading and some experimenting it looks like I have a bad Battery Thermistor and it's affecting the charging system. When I disconnect this and jump it with a 22k OHM resistor the charging volts immediately go up by 1 volt and the battery will recharge from 50% to 100% within 1/2 hour.
This is why the Alternator and Battery passes the load test but the battery never fully charges.
Mopar only sensor available from places like RockAuto etc. and it's $100, so I'm going to bypass it for now until I can order a Thermistor from China instead and just press it up against the battery like in older models. $1.00 that way!
