If I install an Android image on my phone, how does one get back the apps I paid for on Google Play Store?

Go back into the Google Play Store they will be there available for you to download again free of charge.
Are you rooted?
Login to the Play Store with your new phone / reinstalled mobileOS, and it will be "welcome back!"
A really great feature of google play IMHO was that you can login on your PC and then easily navigate play store and remotely install them. No need to futz on phone this case.
I had the Torque Pro app on my phone and uninstalled it. I think it was like $4.99
Later I went to the Play Store and downloaded it again. Yup... free since I guess already paid for.
