The stuff actually works and removes the brown/ blooming.
I liberally sprayed each wheel and rim and let them soak for a few minutes. I then took a thick bristle brush to everything and the tires now appear new with clean sidewalls and white letters. The rims cleaned up pretty good too, but they're 20 years old. Not much one can do..
