can't say whether it's safe or not...you never know who can mess with a file on the internet even if the sites seem legit, so scan the file with your antivirus and malware scanner
Im not understanding the question, I have three live mail accounts and I just go to hotmail.com ... of course windows 10 has it live ... but anyway, I assume you know that Windows no longer uses "Live" or "Hotmail" and everything now is "outlook" mail ... I have one of those accounts too, new free accounts now end in outlook.com

He wants to download and install the old Windows Live Mail client on his Windows PC. He does not want to use the "cloud" version.
Ohhh .. ok, I got it .. if he reads this search I posted it will explain everything to him and looks like your typical safe places to download it if you want the 5 year old version, Mircosoft no longer supports it, everything has been moved to outlook and I mean everything it seems! Thanks, guys. I appreciate the help. However, I have decided to go with eM Client. It looks and works similar to Live Mail, it is free for one computer, and it is actively maintained. Works for me!

For those considering eM Client, keep in mind, the free version only supports up to two email accounts. I use 4, so that would not work in my case. It does appear to have a nice slick interface though.
