As the Subject says, have a mystery Honda EM7000is gemerator where Eco On/Off has no perceptible effect on RPM, about 3280 to 3320 based on the LCD panel readout (and sound of engine).
Brief history:
Gen has 24 hours. Always stored dry carb, runs about every 3 months for 1 hour with some power equipment connected at about 1000 watts max. It had at one time a surge problem at full throttle (3600) while Eco ON produced a clean and steady RPM (about 2800). Drained all fuel from tank and filled up with new fuel, disassembled carb, inspected all parts and reassembled.
Carb has been cleaned twice as precaution, both jets are spotless, all orifices are clean and holes were not plugged up upon inspection.
A black plastic phillips head screw holds down a small black plastic grommet. On Honda lawnmowers, the tube part is often plugged up but upon inspection, this is also spotless and needed no cleaning.
There is a small metal screw that may be an idle adjustment, it allows only about quarter turn and was in almost closed position. It can not be accessed when carb is reassembled as the plates over the carb cover it fully.
