Win 10 laptop randomly won't sleep

New HP Pavilion Windows 10 Home sometimes does not sleep. Think I've narrowed it down to certain websites using chrome. Like for example, YouTube. powercfg -requests says the chrome executable has active WebRTC PeerConnections. Kill the YouTube tab, the problem persists until I close the browser. That defeats the point of sleep if I have to close apps. Anyone familiar with this issue and how to resolve?
 
I have had some weird issues with windows 10 on comsumer laptops.

Both times I fixed it with an OS "Reset". W10 offers a way to do an inplace reinstall of the os without data loss.

Run setup from the USB key and choose keep my apps and data.
 
Look up win 10 fast boot option. I disable it on all win 10 computers. Fast boot enabled never clears system process memory. Shutdown with fastboot option is really system sleep with user processes shutting down, hybrid mode.
