Why is the filter marked "9401" in the photo? Was the old filter a 9401, or just a 940?
I say this because large national resellers, Walmart in particular does this, will contract with manufacturers for a unique part with a unique-to-Walmart configuration. There are two reasons for this; the first being the obvious one, it can then be sold cheaper and it's hoped the consumer won't notice it's different from what you would buy elsewhere, and the second is the unique part number means there can't be a price match since no-one else actually sells the exact item, which is a criteria for Price Match.
You perhaps should take that filter to some other store ... an Auto Parts specialist, for example ... and compare their FRAM 940 with your Walmart unit, before you take it back (if that's what you are planning to do). You may find the "normal" FRAM unit to be the size you are used to.
Not saying the above is necessarily the case, since I am not a user of FRAM filters, let alone that part #, but it's a possible explanation. If you learn something, please post here for others to learn from as well.
