Probably just toluene or other high octane product. You can buy it at most big box hardware stores. It can cause damage that is why it has to be mixed.

Remember that octane is not a energy rating. So increasing octane will not increase HP unless the motor was built for it.

Correct for straight gasoline, but it can vary by additives that affect the apparent octane rating. If the additive used to increase the octane rating has a higher BTU content than gasoline it will increase the energy content of the mixture.

But it can work both ways as is seen with ethanol - the apparent octane rating is raised but the energy content is less.
 
That product is just your standard MMT based fuel additive. The stuff works but I wouldnt use it long term if the car has a cat. Prolonged use leaves deposits in the combustion chamber and exhaust system that will easy clog a catalytic converter.

With that said, you will only see a gain if you car is tuned for it.

Makes sense since race applications are the intended use.
