Igniton cylinder or lock housing?

Car in question - 1998 Chevy Tahoe 2door(it's a Blazer, really)

In order to start the truck, you need to shift it into N or a forward gear in order to unlock the steering wheel and ignition switch - the NSS is working fine by prohibiting the starter from engaging in any gear but P or N. Friend said this problem has been happening for a while, I worked on the truck earlier this week and I had to get it into 2 or 1 before I can turn the ignition. The transmission was replaced, but the shifter seems to line up with it's respective position.

Lock cylinders going out on GM trucks seems to be common, but wouldn't a bad cylinder also keep the shifter from moving out of park when the key is out and the steering wheel is locked - hence why I'm also thinking the lock housing might be the culprit?
