It is the planned end of safety the world will get so bad that the sheeple will cry for safety . They will then make a deal with the Devil so to say.
 
Anyone that thinks police stop crime is delusional. 90% of the time police arrive after crime has been committed and the damage is done (victim is dead, etc) to try to arrest the criminals and much of the time they are unsuccessful in doing so because the community is 100% uncooperative. Police can take criminals off the streets but they are immediately replaced by newly released offenders that have spent their time in our useless jails learning new ways to commit crime. Our terribly run jails currently function as 24x7 crime and violence colleges.

Almost all basic criminal activity is local. Neighborhoods in communities either mostly raise criminals or they mostly raise law abiding citizens depending almost entirely on the ethics, civility, education and standards of the families living in that local neighborhood community.

Legalization works, but only if there are the health services available to treat the addicts. Having a a police force and prison system that respects human dignity is also needed. Portugal is probably the best example of how to make the shift. Here though there is so much money in the prison-industrial system and the war on drugs that it's unlikely to happen in the next 25 years, but I'm made hopeful by the progress in legalization of pot.
