Some say to wax, some say not to. Is there something to treat the new ones with, to keep them clear?

The UV protector that comes with Sylvania's headlight restoration kit. It may be available separately on its own.

Not so good picture....

Texas sun? They look so good because you've been parking it behind that bush for 11 years.

if you want to have a much more durable solution, but at a much higher cost;

you can get (clear) ppf/film applied to your lights, and that will definitely work to keep them clear.

example: headlightarmor.com

or you can call up any tint shop that does clearbra/ppf

Good OEM headlamps should last 10+ years without anything done to them. Will you still have the car in 10 years? Cheap aftermarket replacements will vary greatly.

Keep them waxed and you'll have no problems
