1996 I30 brake light problem even with new bulbs

When the lihgts are off (headlights off, taoil lights off), the right brake light is very dim compared to the correctly-functioning left brake light.

When the head/tail lights are on, the right brake lights don't work at all!
 
I had something very similar, turned out to be a cracked brake/taillight bulb holder. The globe would move and the dual terminals on the bottom would cross and cause pretty much exactly what you said.
I fixed it by replacing the looms
 
I agree, you probably have a corroded wire somewhere. You might need to start to remove the rear trunk panels to find out where the wires run and where the bad wire is.

I had an old 84 Toyota Tercel. One day I closed the driver door and the door ajar light stayed on. I eventually tracked it down to a wire in the rear hatch that rusted out and caused a short.
 
The holder isn't cracked. Only one of the contacts looked bad. Tracing this is going to be a nightmare
