Should this belt be replaced?

Exactly.
 
If the streak lines can be felt with your fingernail, I would replace the belt. If the lines are visual only and can't be felt with your fingernail, I would leave the belt alone.

This, and keep that one as a spare should you need it.
 
That's pretty weird. Do you have a rusty pulley or something else messing with it? Has it been sitting?
 
You could just wait til it starts squealing and slipping. Then you know you've got a little stretching. Most stretch first before actually breaking later. Its kind of like how brakes have a built-in squealer to warn you ahead of time.
