Wow! Why the big difference from its 5w30 of 10.2? Which is more than decent in its own right.
As seen on their website.

How recent are these two numbers?
Are both of the same time frame?
The higher would be okay, but the lower is really good.
Ashland buys all of the basestock it uses.
Could GTL Grp III be in such vast supply that Ashland is buying it?

So, the heavier overall makeup of the 10w-30 naturally will be less prone to lighter element loss?

The blends, 5w/10w30, also fall in the 10's. But that full syn 10w30 number is outstanding. The report says 'from 2012'.

This may be slightly off topic but I'll share another example that follows similarly.
Havoline Synthetic 5w30 - 13%
Havoline Synthetic 10w30 - 8%

The 10w is even more stable than the 5w40 with a NOACK of 10%.

Shell is already one of the main base stock suppliers for Ashland.

The other is the used oil tank in the rear of your local autozone...

Can use a thicker basestock and less VI Improver...should correlate to better Noack.

Also a great oil. Havoline is definitely a favorite.

What Shannow said. VIIs increase volatility; generally speaking they're roughly as volatile as the lightest basestocks.
