I am switching from a high mileage oil to Mobil 1 0W-40 and would like to add something to condition and swell the seals (like the additives in the high mileage oils). Are any products like STP High Mileage Oil Treatment or CD-2 good for this ? What additive is used ? Any thoughts or suggestions would be welcome.

0w-40 should have sufficient swell agent in it to offset the seal shrinkage of the PAO. If youre really that worried, Id consider blending in hlaf a bottle of redline for extra POE.

redline oil also sells a seal conditioner, but
i also like the idea of blending in a bottle of redline oil.

lubro moly motor oil saver....

it worked for me a few years ago, when switching to T6 from dino (which caused my LX450 engine to sprout new leaks which I didn't have before).

I used Lubro moly motor oil saver to stop oil burning in my old civic, worked well and was not too thick, defiantly bumps you up a weight though when u add it to a 4-5qt sump though.
