The first part is which geometry fits your brother better. Fit is the most important thing to a cyclist.
The 2nd part is... does your brother need the Apex's 32T cog? (hill climbs). The 2.1 is also available in 105.

I got the models mixed up and too late the edit. The Cannondale is Synapse Alloy 5 105, the Trek is 2.1 Apex.
He bought the Cannondale Synapse 5 105 today, closeout 2012 for $1200. He's pretty happy about it.
I didn't comment earlier because it's a moot point; either one is a good example of what's available in that price point. neither really excites me.

For a little more money.... something with a carbon fiber frame

depends on your goals and intentions with the bike. too many variables.
but, for much more than $1K, I want something that's going to last. which means I would stay away from carbon fiber components and fancy weird spoke lace patterns.
