PDF Editor - Alternative to Acrobat?

My wife needs to fill out several PDF forms for her internship, but they are not in an editable format. The forms are several of many in a field handbook - not individual forms on the school web site. The handbook is in PDF, but no fields open when you download and open the document.

We only have reader on our computers and really can't afford the $200+ price for Acrobat. Is there any alternative software we can use to fill out the forms? Her master's programs will not accept hand filled in forms.
 
Generally, what I do is go to softpedia.com and do a search for a free one. I've had good success doing that for programs. As far as a pdf reader, I like Foxit, but I haven't settled on a free editor yet.
 
check out CutePDF - both free and Pro($50) versions - as I dont know which version will allow you to do what you want. but I know cutepdf is a favorite.
 
Thanks for the posts, I'm checking them out. I also found PDFill and Soda PDF - all the prices are better than Acrobat, that's for sure.
