Brown stains on carpet and seats... rust?

My mother's car has brown stains mainly on the carpet, and some on the seats. I first thought it was coffee or cola. I tried shampoo and a brush, but this doesn't even touch the stain. I have a feeling this may be a rust stain. How can I 'step up' to a more aggressive cleaning process? The base color of the material is beige.
 
I've seen the springs in the seats and the pans that start to rust and put the stains like you are seeing...

The only way is to get rid of the rust and work the stains AFTER the rust is taken care of. Otherwise the stains get worst.

The seats are impossible to fix. It becomes a replace the seat or get some seat covers with a liner.

Pans can have the carpet and pad taken out, repaint the rust spots and then hopefully the stains come out.

Good suggestion, Bill. I'll have to poke around and see if it is indeed intrinsic corrosion. Heaven only knows what my mother has done to the car while it was in Florida! Naturally, she won't tell me.
