Shouldn't the viscosity grade and outdoor temperature chart be Celsius, not Fahrenheit? I never heard of running 20w50 down to 0F.

Celsius wouldn't make sense. It's outdoor temp. I think that chart is geared for synthetic.

20W down to 32F seems sensible to me.
