My brother has a 2013 Yamaha Grizzly 125 and is trying to limit the speed it travels for his son. He already screwed in the throttle stop all the way, but it still goes full speed, it just takes longer to get there. Any suggestions?

My only guess is along the lines of a throttle stop. Whether its on the hand throttle or some sort of blocking mech at the carb.
