The rumor I heard is that it had to do with software compatibility similar to the Y2K issues... Imagine software installers running through an OS version check routine similar to:
IF Windows version = 9* THEN Error.

I'm going to guess that rumor is false. Windows 95 was the trade name, but the actual version number of Windows 95 was 4.0.

Someone please correct me if I'm wrong, but these are the actual version numbers of the different Windows products (that software would check for compatibility):

Windows 3.0: 3.0
Windows 95: 4.0
Windows 98: 4.1
Windows 2000: 5.0
Windows XP: 5.1
Windows Vista: 6.0
Windows 7: 6.1
Windows 8: 6.2
Windows 8.1: 6.3
