I see nothing offensive with this sort of devices. They are in most 5 star hotels in Malaysia. In many foreign culture people don't use toilet paper and rely on hands for the dirty work, and use clean water to wash left hand afterward.
Having these sort of device greatly improve sanity and food safety.
