your thingy says you're in san antonio...according to the interwebs, the local U-Pull-It has a 2006 express. I don't know enough about those vans to know if there's a redesign, or refresh between your '02, and an '06, but...
their price list puts that panel at $18.99+tax.

As a former autoglass tech, The 2003 and up G series vans used a plastic that withstood UV light and heat better and fits the same dispite a different hood.These can be identified by a light orange peel texture as opposed to the smooth plastic on the 2002 and earlier.
Best bet would be new from dealer since they're still in production. The washer plumbing should come on it I think.
SN95 mustang, 2nd generation GM series and 97-02 GM vans were the worst about brittle wiper cowls.

Yes Mustang ones are super brittle. I need to get a new one for my 95 eventually.
