this is a 10 year old f-150 with 200,000 miles on the 4.6l engine. mainly it gets used for short trips, so the starter is used a lot. is it time to rebuild it? or is it better to wait for it to fail, and then look at the fee for towing it, and the inconvenience, or should I fix it before it breaks?

The chances are the starter won't just quit before first Plying-up, and giving you fair warning, like slow cranking or not responding at the first turn of the key.

If you have the time, this is not a horrible job at all.
Clean BOTH ends of all battery cables , and all grounds.
Yank the starter and take it apart.
A bit of grease and a good cleaning [esp the commutator] is the minimum, and at least you will see what is left of the brushes.
I'd have new brushes in my hand before I yanked it, though.

starter came out, the cables were badly corroded, so cables were replaced, brushes had very little left, so starter rebuilt. works much better than before, cranks over very eagerly, engine starts instantly. i just don't like the idea of being way out in the bush, and discovering it won't start.
