When is an engine "worn out" on a UOA?

When insoluables/oxidation/nitration start going up dramatically, you can probably determine from that that the cylinder walls/piston rings are getting very worn out and blow by is beating up the oil. There are ways to tell, but not from purely wear metals. You'd have to see a long term trend coupled with things like oil consumption etc.

Assuming a UOA is a valid measure of how an engine is wearing....What is the maximum number of 'wear metals' that engine can have throughout it's lifetime?
