What would you recommend for a free voice call app with a phone number?

So I was going to leave a phone with no sim at home so the kids can pick up a voice call in case someone want to call home. Kids don't have a phone today and we already have wifi, so I was thinking about using Google Voice on an old iPhone 6.

Then I realize Google Voice now requires iOS 13 and iPhone 6 stopped at iOS 12.5.

So instead of calling them using FaceTime, or put Google Voice on iPad (iOS 15 I think), what other suggestion?

I use WhatsApp all the time to call my dad in Mexico, it works great even with limited bandwidth

Textnow was ok in the past.. Works with web browsers as well as the app not sure which is the latest iOS supported

Fongo and TextNow would be my first two looks. Both have a perfectly usable free tier and both offer good paid programs. Not sure about Fongo but TextNow can be used fully via a web browser. In fact, my phone has died an agonizing death over the few days and I have a TextNow tab open as I type this so I can stay in contact.

Neither Fongo bor TextNow require one: Their purpose is, at least in part, to supplant the need for a conventaional phone number.
