What is this suspension part?

On the rear suspension of an '03 CRV. It's just there--it'll rotate, move, etc. No idea what it does. Appears to be along for the ride. Maybe a dampener of some sort?

Rubber bushing is missing. Do you have a clunk?

Yes. But I swear it's up front, and rattles more like a bad strut bushing. If I get a chance I'll see about removing this rear dampener; if the noise goes away then double-win.
