It is a scale, used for measuring things. j/k

Yup. For spot stretching leather in an effort to accommodate bunions and other irregularities. At first I was going to say those were outlawed by the Geneva Convention.
Could be. And you can install or remove a few clecos whenever you're not stretching leather.
Modern cleco pliers look very similar. We use them all the time at the aviation museum.
You're absolutely correct.
A clico plier would have to have a break in the ring to be useful. You could probably open and close a clico with this tool but you couldn't leave it in place - so that would be kind of pointless.
That is a scale. I don't see a Ruler.Looks like a ruler to me. What's that other thing in the pic?
