The kinds of tests you ask for have never been done. "Best" is also very subjective because to one person it might mean maximum flow and another it might mean filtration efficiency. You need to define what "best" is for you.
Basically, all the name brand filters are within the range of "good" meaning they will meet or exceed the OEM requirements. Some brands, or individual part numbers, might be a few ticks better in some way than another but in order to find out, you'd either need to get the specs from the manufacturers of the filter brands and part numbers you are interested in or pay for independent testing. You are more likely to find testing done on aftermarket performance filters than OEM replacements.
Nothing wrong with Fram air filters as a brand IMO based on quality of construction.
